Remove any rust from the plant stand with an abrasive tool such as a metal brush or sandpaper and prime with a rust inhibitor. Once cleaned, paint the entire stand in white.
Paint each of the terra cotta pots in a separate color such as pink, yellow, orange, blue, purple, and yellow.
Using Glorious Gold (Metallic), paint the rim and the entire inside of pots. Adhere small stencils of choice to the pots with painter's tape.
Gently dab paint onto the stencil, using a contrasting color of choice. Repeat for all pots.
Fill each pot with dirt; drop a plant into the pot, and top with moss greenery.
Arrange the pots in the tiered plant stand.
