Measure and cut strip of star design paper and 3 strips of polka dot paper.
Apply Decoupage for Paper on reverse side of star design strip.
While wet, position paper and press onto bag smoothing out bubbles or wrinkles as you work. Open bag and set aside to dry.
Layer strips of polka dot paper and fold accordian style. Tie in center with a piece of ribbon. Pull sides together and secure with tap forming a flower. Glue button to center.
Use ribbon ends to tie flower on bag handle. Fill bag with tissue and polka dot paper.
