Use a ruler and pencil to draw and cut the pennant pieces measuring 9" tall by 5" wide from the Roc-lon fabric.
Trim the bottom of each rectangle in a pennant style.
On three of the pennants, use a pen or pencil to trace and transfer the patterns.
Use a round and a liner brush to paint "Dia De Los Muertos" using Knockout Blue, Peach Punch, Green Energy, Radiant Yellow, Snow White, and Lamp Black.
Use a flat, round, and liner brush to paint the skull pennant using Knockout Blue, Peach Punch, Pink Explosion, Green Energy, Radiant Yellow, Snow White, and Lamp Black.
Use a flat brush, round, and brush to paint the second skull pennant using Knockout Blue, Peach Punch, Pink Explosion, Green Energy, Radiant Yellow, Snow White, and Lamp Black.
On the last pennant, use a flat brush to paint it solid Radiant Yellow. Let dry. Use your favorite Outdoor Living Stencils to apply a pattern with Green Energy, Knockout Blue, and Peach Punch.
Continue making more flower designs with the Neon Lights colors. Use the handle end of the liner brush dipped in black to make dots around each flower design.
Use a flat brush to paint the last pennant in Green Energy. Use a favorite Outdoor Living Stencil to apply a floral pattern with a cosmetic sponge. Use the handle end of the flat brush with Snow White to create dots.
Use scissors to cut different color pom-pom ribbon pieces for the pennants.
